The stock market has its ups and downs and isn't always rational. It wasn't that the rate remained unchanged but the fact that the Fed is signaling possible rate hike(s) in the future.

Just my 2 cents, but the new guy seems more unpredictable. The market doesn't like unpredictable. That could change if he provides information for the future and this was a one off, but if he doesn't give future information (as it would seem now), then I expect big swings with each rate decision.
